a long ban is good because it drives the want to change further

First of all, you are just making many assumptions and making comment based on them as truth and saying that "you will apologize later and take responsibility" wtf?
He had an avg degenerate 16 yo drama and made bad jokes with his gf (who was okay with it but posted as revenge later). He apologized and riot cleared him to play, everybody moved on.
