off of tariks stream he showed the rules, they state if the DC is in the first minute of the round, if the damage was done to the enemy team of the DC it's an exception.

basically, if someone on your team dc's but damage was already done and is not insignificant, they won't give it to you.
also if the outcome wouldn't have been changed (like 10 seconds on the bomb it gives as an example)
it was rule 10.3.3 I believe but i dont have the link to the rules
