JL has Yohpa as a registered sub for the Ascension and asked the admins for him to come in (the rulebook allows it) but they refused (bcuz the admin himself dont know the rules)
this is why JL asked for a remake and the fans are mad

there is no predefined time. The Admin can assign any time they want.
If youre referring to the "15.5. Player Emergency Pause" that the JL coach posted then while its a good argument on the surface level it just doesnt apply to the situation.
It explicitly defines “Player Emergency Pause" (and then uses this exact term when describing its applications). The sub rule in question doesnt use this term, instead leaving it to the digression of the admin.
