Hello the people of VLR

I wish to add my "Country"s flag to the collection so I can wear it on the national Sámi day on February the 2nd to celebrate my people.

For the people wondering yes I am a part of the Sámi people and live in the part in sweden resulting in me wearing the swedish flag. I myself officially is recognised as a Swede since I live in the country however Im also recognised to live in the Sápmi region which is the flag I want to add.

it's not an autonomous area
it's not even the ISO 3166 norm that is pretty generous when its about giving flag

Before adding new flag maybe we shall request to add at LEAST the flag from the iso 3166 that are missing and they are a LOT that are missing

unfortunately I don't think ethnic flags or minor subregion flags are representable
otherwise same would have to be applied for nearly every ethnicity/subregion which is not feasible and is unfair to those who do not get represented

Same problem, we cant ask a flag for every oblast while we have some flag in the iso database that is not in vlr (And i'm pretty sure some flag recognized by the UN are not there)

We need definite rule to know what flag we can request or not, and sadfully, they are no rule that would put this 2 flag at a priority level.
