S tier is for international superstars. Most of them are just regional darlings who either don't go to internationals/haven't been there in a while or don't perform that well on world stage. They're not bad players by any means, but they're not world class yet because they're not even "world" to begin with

Valorant is a game about teams. Even in teams that haven't won anything, these players have shown great performances and have diff most of the players in their matches

Of course these players sometimes don't go because of their teammates, but since they haven't had the chance to prove themselves, they shouldn't be in the conversation
