me personally I rate them based off of their political views, their crosshair color, and if I like their voices when I watch their team's voice comms videos
Team results and domination through maps. Although we can't really hear their calls, you can predict what they said on certain situations.
Teams that had FNS, for example, always looked like a threat even when they were underdogs (when they were Envy for example), and his teams always adapt really well through a map. This could be also something the coach helps with, but most of the times it's due to good IGLing.

Can't really tell from stats, you need to actually watch the games and see how a team responds to fakes or how they approach sites on attack
If your aim is abysmal and your teammates aren't really all that cracked, the the fact that your team can win a masters means your calls are on point.

like sliggy could make a narrative about any team by just saying it and people will copy
usually a simple but decent way to tell is how many rounds a team wins based on what site they hit or their util rather than winning raw aim duels since it's relatviely hard to tell what an IGL calls midround
if an IGL has strong midrounding can see a comp they have never played before and understand their strengths and weaknesses and build a basic game plan on the spot, they're a good IGL
Something all 4 IGL's you mentioned can do and I would also say stax is in the top tier IGL category
