But I think that should be the thing. You should only be able to kill somebody with headhunter if:
1- u just click his head as a 1tap
2- the enemy whiffes

As an additional, it should be almost impossible to win a 1v2 with the gun, which happens very often

Sorry but if an agent has an ability which is like a sheriff but better, the agent is broken af. You need that ability to be more circumstantial, for example, doing it less useful to peek with it, so you prefer to use it to hold an angle, and stronghold with it (like it should btw, chamber is a sentinel lol)

u want the bullets to work worse after u do the action of peeking. what does that mean.
fire rate higher=better to hold lower=harder to hold-same to peek.
also that is already what is preferred
