i see T1 as the teams that made it to playoffs in NA while nrg 100t eg rise are all T2 imo. in that case i think the tier 2 NA teams will win against the VRL teams. but if you count teams that made groups in EMEA like navi and ldn utd they would beat T2 NA

Its not too far off, obviously hard to tell. Considering that M3C is in same group with them who are arguably best in the world and then you have both FPX and TL who are pretty comparable to top NA teams (Guard, V1, Optic, C9). So LDN UTD and NaVi are pretty comparable to SEN and XSET.

No see Optic isn't nearly as consistent as V1 but they have moments of pure excellence. Take their game against V1 (for example), they POUNDED on Bind. 13-2 for fucks sake. Then on Haven and Icebox they got 13-5'd twice. That's the lacking consistency, and a main reason why I think they shouldn't go to masters because they're super unreliable.

i think eu is way better in tier 1 but the tier 2 there is far behind tier 1 teams

in na tier 2 teams are much closer to the level of tier 1 na teams and often put up a good number of rounds ro upset them

na tier 2 better than eu tier 2
