The German version is just an adaptation made by Turkish immigrants. Your sushi example doesn’t work the same way.
Raw salmon + rice alone isn’t sushi because sushi has specific preparation methods.
Döner already has its own specific method (the vertical spit), and that method is Turkish

By your logic pizza isn’t Italian because flatbreads with toppings existed before, and sushi isn’t Japanese because rice and fish existed earlier.

It may have been made in Germany, but its soul lies with the Turkish. Same with Tikka Masala.
That's kinda how the food culture works. Food gets exchanged between different cultures and people of certain culture modify it according to their taste and the new version becomes part of that culture. That's how lot of the cuisines in Asia came to be.
Is it not same with chicken Tikka masla or donar kebab? Idk about donar kebab but at least haven't seen Indians call UK version of chicken Tikka masla Indian.

If you do that to a sushi it's not a sushi anymore lol. You can call that thing Turkish if you like. Also since you gave the example of sushi would you say kimbap is just sushi? Kimbap was influenced by sushi but is still Korean. Same is with the sandwich form of doner kebab which was created by Turkish immigrants in Germany not turkiye. It's part of German culture. You can call it German-Turkish dish.

Never said doner just the kebab or meat thing is German. But the sandwich version of it is certainly created in Germany. It's like Chicago deep dish pizza. Pizza is Italian creation but that particular style of pizza is for sure an American creation. I don't think Italians would claim chicago deep dish pizza as Italian.
