Ripping it definitely causes a stir quick and fast. Unfortunately, it's all on Twitter so not much will really happen to her and it's between her and Skuba what they do with their relationship as a result of this behaviour. The word is loaded with negative history. Frequently used during the era of the slave trade and well after slavery was abolished during the era of segregation in America. I can see why you might ask why and honestly it is one of those conversations which should be opened up more but won't really due to the sensitivity of it all. Black people can use it as they reclaimed the word as their own vernacular - basically it subverted the power role of the word it previously had during slavery times.
The clip is posted by the same user who was linked in the original post and you can see it for yourself - all 19 seconds of it where she casually rips it to insult another person. I won't assume whether Skuba knows about it or not - as I said, that's his baggage to sort out behind the scenes. In fact, in another thread, I mentioned how Skuba shouldn't make a statement until it's resolved because it might lead people for him to make a rash decision.
To your second paragraph, it really depends on who it has been said to/around and where. I agree that some get caught and don't. It's the nature of some of these platforms, unfortunately.
I understand the word's history, I just think the way the word is used is way more meaningful than the word itself. there's a lot of words that are offensive if you said them to a stranger or depending on your tone but if you say them casually to a friend no one cares because they understand it's in good faith. I'm sure you see my point and I understand where you're coming from so I'll just agree to disagree honestly.

I wouldn't say I misread that. The user miswrote what he meant then. End of the day, she has to bear her consequences, but she will probably just deactivate and then resurface sometime down the line when she isn't that relevant to people any more.
Same account has a screen recording of her in a private Discord call ripping it and being around others who rip it like it's nothing. DMs definitely can be faked, but footage is more damning
