it's only lately. before 2020-21, Riot didn't have a dedicated server for SEA players. we used to have Garena as the game publisher, so everything was much more different years ago. regular patch came later, same with hotfixes, and it was barely populated since we were split into 3 region, indo, mysg, and philippines. vietnam and thailand had their own publisher, if im not wrong.
so garena already tried to market the game as a competitive game back in 2014, with LGS as the esports scene in indo, but indos (especially the one with PC culture) weren't interested as Dota 2 was, in our eyes, came first to indo. dota 2 released in july and garena LoL released in october. and we also have been playing the OG dota even before that. so i think it was a miss step from riot, to not fully integrate SEA region with their own servers, but i also understand that it was quite difficult to do so back then. this is already the root problem.
but i salute riot for not giving up on the region. until now i see a lot of well-known streamers and influencers trying LoL and actually enjoying it. as a veteran myself, it's a treat to see newbies in LoL because they always do the weirdest thing, and it's a fresh new look for LoL. but i don't think the game will go ballistic popular even with these peeps playing it, when our region don't even populate the servers with new players.
