Is it possible that's what it says because xeus has a contract so he doesn't really get to choose but if someone pays they might let him go?

Xeus is already way too good for t2 I fear him staying in t2 this year might ruin his chances of making t1 but also eternal fire might make t1 as well so its a very high risk high reward situation
