I considered the circumstances and drama riot was facing regarding this particular team and came up with the conclusion that riot's decision here, while albeit wrong, made a lot of sense.
GenG wasn't just any other team attending this tournament. They were the only one that riot had to exercise some level of caution against, and this choice only reflected that caution.

Caution against? You do realize how dumb it is to ban GENG’s own capsule from their players when they are literally competing in the tournament right, front and center with their logo sitting at the top of the screen in their matches for all to see. In what way did this decision make a lot of sense, and even if it did to you, why would they revoke it for the final?

Caution against angering the CN sponsors or something I don't know. I don't think it's dumb at all. I don't work for riot so I can't know what's happening 100% but I did expect them to do something about GenG from the start. I didn't know that banning the capsule for the majority of the tournament was what they were going to do, but now that I do know it only makes sense. They probably banned it (this is just my speculation) to decrease promotion of the GenG bundles during matches. As for why they let it go in the finals, it's probably to make it fair for them as it is a grand final after all.

Sorry if any of this sounds unclear by the way.

Also why is the GenG bundle not featured in the shop like the SEN bundle was after they won madrid? I know Riot is a chinese puppet but banning the bundle is beyond crazy. I hope they never host a LAN in china again because everyone has to do as they say but they never budge for anyone else.
