Sacy said recently that he thinks NA ladder is weaker than BR or EMEA. Also, due to many regional leagues, EMEA have an abundance of teams, this makes practice there more available and versatile, many regional teams means great variety of styles with which they can practice and improve upon.

It is a little bit weird they bootcamping in Europe when the next big tournament will be host in their hometown
