sry, I am russian speaking and when you whiff you can also say ''pososal'' (which means to suck), so I am just used to describing a whiff like this. But basically as far as I understand if I spray I die cuz spraying is ass and I should tap or burst

yes, vandal is tap fire or burst fire; if you want to spray get the BETTER gun, aka the phantom.
how is phantom better, isn't vandal >>> cuz it one taps to the head and phantom doesn't (if it isn't close range)

In the current map pool I'd say Phantom > Vandal but I'm also a smokes player

won't help my ass when I execute a site and get hit 4 flashes. I kinda have the idea of what agents do, but I doubt I know what to do against them in an actual 5v5
some maps have longer sightlines by default; for example, haven C long, haven a long, abyss whole map, breeze whole map, etc. I still use phantom every map, but sometimes people will use phantom on close range maps (ex. Bind) and vandals on maps with really long sightlines
so basically vandal -> clears on long range
phantom -> clears with smoke spam cuz no tracer, easier spray, faster speed, 1 tap close range

pretty much, yeah. But that being said, for example, haven does have some small lanes; a short, b site, c garage; so if you want, either rifle would work there tbh. Whichever one you're more comfortable on.
you pick a rifle based on comfort, if you try and play to the exact optimal numbers it won’t work but if you do what feels better you’ll shoot everyone
this is what everyone on the internet tells you, but there's a reason pro players pick up the phantom just as often. A good player with good spray control fires 5-6 accurate bullets on the enemy (bodyshots or even hs) with counterstrafing and crouching before the opponent's vandal can hit one good tap/burst hs at mid or close range or even long range.
if you're new, i'd recommend trying both and seeing which one you prefer. Not every kill has to be a one-tap; phantom is insane with good spray control. Look at nats.
I mean I played dm rn, tapping is easy becasue the head is way bigger than in cs for me, so I naturally lean towards Vandal, but i will try out phantom next, no tracers + ability to spam smokes and better TTK sounds tempting ngl
oh dm definitely vandal icl "smokes" "reveal" "flashes" dont exist.
In maps, phantom with untraceable bullets can be way better; and, with util like reveals, easier to spam, and also if you flash/stun/otherwise hinder your opponent, you don't need an instant onetap, you can kill with hs + bs and still no counterplay.
pretty sure riot just forgot to code a working spray cuz spraying is just so bad compared to tapping/bursting from my experience

if you want to spray just buy the phantom it has no tracers and is way better at spraying
everyone on the internet is like "vandal one tap!" but in practice phantom onetaps at close range and with good counterstrafing and crouch spraying you can bs+hs faster than they land a shot on you.
so basically the same as m4a1s and ak in cs, m4 also melts the opponent with hs+bs
it's not rng spray is the thing. With good counterstrafes and crouch and spray control, every shot will hit. Remember, the phantom has a higher fire rate than the vandal; you can land many more shots, even to the head at far range, than the vandal, whereas the vandal you have to rely on a good shot that is nearly impossible on counterstrafers and random crouches.
maybe it's just personal pref but the vandal feels easier to consistently burst (and hit shots) on. unless I'm on neon/waylay/ any agent with weird verticality I'm mostly always vandal
