There's a good reason for that the rr gains are smaller in Mumbai since there was initially a smaller pool of high elo players leading to everyone's mmr being lower so it's a vicious circle that feeds into itself making it almost impossible to even hit radiant unless you play singapore or hong kong in which case you're ping will hold you back heavily.
Most likely the playerbase is too small, hence why there is no point for an entire region
Player base is good but there's large skew of players in low elo. The main issue is most players can't play sg or other servers due to high ping. So they are stuck playing the same 100-200 people every game
Because pushing past immortal 2 in Mumbai is absolute hell. You gain like 15 rr for an mvp and lose 20+

how many t2 indian players were in GE when they won Stage 2 which was a fluke anyway???
Why the fuck does vietnam get their own region but India Phillipines and Singapore don't. Imagine you can't qualify because you have to get past fucking prx all the time while weakass Japanese and Vietnamese teams get a direct ticket

The problem is whether or not they deserve it (they do) but it's more is it profitable and sustainable to uphold those two regions where the TO selections are lacking and the prospect of the higher ups looking at it in a more business perspective than what we see on the ground
Which, I might say, is a tragedy in itself.
Mumbai has a huge viewerbase and while not all the playerbase is high elo a large percentage of them are really into watching eSports.s
Currently, based on premier data, India have a bigger playerpool than TR, BR, JP. It would make no sense to not give them a region. It may not be profitable day 1 but in the long run it will be a market as juicy as China if the card are played correctly.
