You cannot have primary residence in two different countries. I can have 2 different passports and speak 2 different languages and fluent level (which I do), that still makes me Romanian, since that's where I was born and raised. My kids, both born and currently raised in Los Angeles, are both Americans, regardless of what I am, where I came from, what language is the first one they learned at home or if they have both US and Romanian passports.

I highly doubt it, considering how Riot approached the something situation. He's considered EMEA import even though nothing from his background has to do with EMEA. He's from Vladivostok, the epitome of Asian Russian (you can't really get more South East Asian than Vladivostok in Russia), considering Russia is an Eurasian country. They chose to make him EMEA based on a arbitrary reason, which seems to be that you can only have 1 classification, hence Derke would more than likely have to be one or the other, which would be Finnish.
you are willingly ignoring the fact that he has two passports unlike something.
i can give you the example of russ, an ex guild player. he is currently eligible to play in both the emea league and the pacific league without being counted as an import in either of them. coz he's both british and sri lankan (you can check his twitter LFT posts). thats the same for derke, however he's russian and finnish.
and something is russian. most of the russian population lives close to europe and that is why entire russian country was made a part of emea rather than pacific. the reason smth is emea is not arbitary, its just to simplify things. it would be much more complicated if people from one country were by default eligible to play in both the leagues.
it sucks for something, but thats how it is. my point stands.
