because taiwan players literally need to claim where they are from to decide what league they play on. If they say they are apart of mainland china, then they can play in china and arent an import, if they say they are taiwanese and not apart of mainland china then they play in apac and arent an import.

excluding reasons like the location of the parent company of riot games or the chinese viewership, it's probably because china has certain rules about cyberbullying/government ID being used for the internet (probably also why korea has different servers in some games) and also 4 teams makes more sense because you get a clean 16 teams, and since there's no international playins (which you would need to have if china had less teams) it doesn't really make sense to change it now
