There were zero rules being bypassed and "technically" all three of these teams had one import. And this kind of "de facto import" is only possible from tier 2 anyway; once a player has played in tier 1, their residency status is locked in and can't be changed easily anymore. If Russ wanted to play in EMEA as a resident now, he would first have to play a full year as a non-resident (i.e. import), and then submit a petition to Riot to change his residency status. He's simply a Pacific player. In the current VCT system, he was never considered an EMEA player, so he was never an import in Pacific. See excerpt from the rules below.
