To your first point, the objective is to rank up. If you have a large number of people focusing on utility usage more than the universal mechanics of the game, something needs to change. "Making utility weaker isn't gonna make this problem better." I agree that's why I have never called for the utility to be weaker--I believe that utility should be less common throughout rounds (e.g., limiting signature cooldowns, less rewards for brainlessly util dumping), but I don't think nerfing things like the size of breach ult which could be considered weakening the ability to be a net negative, the contrary really.
"Every single pro player agrees that of the current meta agents, the game is more balanced than ever." unequivocally untrue; so many pros have differing opinions on the state of the game, especially utility. Even if it was hyperbole, that statement doesn't strengthen your point (appeal to authority). Pro players aren't the final say in which sentiments anyone can hold on the game, the opinions may hold more merit, but it still doesn't make sense to include that statement whenit'ss objectively untrue.

This also hinders your argument because it's anecdotal. For example, user SiwooHaechok replied to this post by saying they agree and that utility dumping was a big issue while climbing, "I understand people think they are fixing a non-problem for the casual playerbase, but there are a lot of people in the casual playerbase that did rely on utility, especially if anyone has played in Japan servers," quote from them. And of course I'm not claiming that utility is better or more effective than gunplay--that's an impossible claim to make. But there has been an increase in people who depend on utility usage to actually use their mechanics, and when you have so many agents in the game, it's easy for low elo players to mindlessly dump utility on the enemy team and overwhelm them. Now I'm not claiming that these low elo players will climb by dumping utility alone, but when they can easily overwhelm with utility, it must get worse higher up on the ladder.
