I'm 186cm and 76 kgs right now.
No matter what I do if I gain more weight it just accumulates around my belly.
Basically makes me skinny fat.
Should I cut or bulk if this is the condition

ur probably eating a lot of calories but not good ones, not enough strength training either
It's just the nature of food here.
High in carbs and fats and low in protein.
Bro if that was the case.
Average height of Indians wouldn't fall.
We eat chicken and rice on occasions not everyday.
Fortunately my mom and dad are tall that's why I'm tall.
But sometimes I wonder how much height did I leave on the table by being a choosy bitch during my childhood
Do you weigh your food? You need to build a meal plan that you or your parents can prep which has the macros you need. If you still have high carbs, you need to do a considerable amount of cardio to burn that excess energy or else it will just store. Your protein intake should be 1g per lb or 2.2g per kg of weight and your overall calories should be 12 times your bodyweight in lbs. E.g.: for 60kg/132lbs, 132g of protein and 1560 calories. This is just a general target and you should ease yourself into it and adjust according to your energy.
If you can't eat a lot of chicken, fish such as tuna and salmon would be good too. And if you mostly eat vegetarian, chickpeas and various beans like black beans are solid to get in a good amount of protein in a sitting.
those are some tough genetics

He's underweight, he needs to go on a super lean bulk and train with real intensity and gain like 4-5kg in next 6 months
Chicken, Turkey, eggs any Bird tbh. And idk what your food culture is like but grasshoppers and crickets are also dense in proteins. So are nuts, greek yoghurt, beans but in lower quantity. Try to avoid processed food (chips, candy, fast food, prepackaged meals. Also eat enough fruit (goes well with breakfast) and very IMPORTANT get enough SLEEP. Crazy what a difference getting good sleep does.
Oh and drink water. And avoid coke and stuff.
you just should be losing more calories than you gain, and by that i dont mean you should be eating less
i know its gonna be hard from the previous messages you sent, but just try to eat better, lower carbs, lower fat etc.. GL man
