Easier for Indians to access and there's at least some sort of historic/cultural ties between India and Tibet, so this can work well

It's an excuse to remove the underperformers cough TS and Varrel Cough in place of two competent Chinese teams. (EDG and Xi Lai if I had to pick)
Plus, the rest of China goes to Apac Tier 2 where they get to have consistent matches against BETTER players, allowing them to adapt at a slightly higher pace rather than constantly playing against other worse Chinese teams. Then when a Chinese team makes regionals, people won't be so quick to look away from them because they genuinely had to fight GOOD teams to get there rather than being handed a free spot by Tencent. China could also have it's own Subregion in the new system like turkiye if Riot still wanted to give them some perks thanks to their viewership.
It's genuinely a good idea, it helps china improve and makes them look BETTER in the eyes of the public.
