Balance changes the game should get. Aimed at agents with low pro pickrates, low winrates, high pro pickrates and incoherent gameplay.

Global:
All stuns and tethers now prevent the use of movement based abilities for the duration.
Shotgun pullout times greatly increased:
Judge (1s -> 2s)
Bucky (1s -> 2s)

Sentinels:
Cypher trapwire windup time decreased (0.9s -> 0.3s)

Vyse arcrose now gives info again

Veto crosscut cast time reduced (1s -> 0.75s)
Veto interceptor cast range increased (7m -> 10m)

Deadlock sound sensor now rearms after triggering

Duelists:

Iso kill contract required ult points reduced (7 -> 6)
Iso undercut duration increased (4s -> 6s)

Neon high gear now has two charges and no longer has fuel. Using a charge consumes it regardless of whether Neon slides. Neon can sprint for 6s maximum with each charge.
Jumping while using high gear will reduce your speed.

Waylay saturate windup increased (0.6s -> 0.8s)
Waylay saturate unequip time increased (0.3s -> 0.4s)

Initiators:
Sova recon dart cooldown reduced (60s -> 50s)

Fade haunt duration increased (1.5s -> 2s) (nerf reverted)
Fade haunt cooldown reduced (60s -> 50s)

Kayo zero/point cooldown reduced (60s -> 45s)

Breach faultline cooldown reduced (60s -> 45s)
Breach ult widened (nerf reverted)

Gekko all cooldowns reduced (20s -> 10s) (nerf reverted) (genuinely why did they do this)

Tejo guided salvo recharges with a 60s cooldown

Controllers:
Clove removed from the game

Your iso changes have done nothing to improve his pro play viability, they’ve only made him stronger in ranked which is an unnecessary change. Your Neon changes completely gut the agent and imo nerfing broken agents into the ground is never the answer. Your Waylay changes haven’t addressed what makes her strong at all

Waylay's saturate is her strongest ability and is the precise reason she is so powerful

I never said otherwise, my point is that the things you have changed about Waylay have done nothing to address that. My personal proposed change for Waylay is simply to just remove quickcast from Saturate

I agree, you could remove quick cast from saturate and relay bolt. But i highly doubt Riot would do that. They could do a jett dash esq "prepare" phase to use her saturate as well, but that might get cluttered with her refract.

I doubt it. Given the nature of Neon being a passive ability duelist similar to how Viper works, I could see them adjusting how the fuel is consumed. For example, like how Viper uses more fuel if she has orb and wall up, I could see them increasing the fuel cost if you’re jumping while sprinting. They’ll probably reduce slide accuracy as well, maybe gun pullout time

on the note of the iso changes, I think increasing the supress time on his undercut is a good buff for pro play. Lets him play into viper/sentinels and improves his stopping power. I also made the ult change so he can see an ult farming playstyle like phoenix on certain maps. Obviously any iso buff will make him better in ranked but he doesn't feel oppressive enough to warrant a fear of buffs.

recon doesn't need buff, they are always mainstay
on the other hand, that way hoping to see double init without sova/fade like maybe skye tejo, kayo breach(used to be cool on fracture), gekko kayo(used to be good on sunset), etc.

Neon change is actually braindead but a Viper change based on it would cook hard icl

Iso im like 99% just needs +1 undercut back. 2 suppress paranoia projectile isn't actually broken it turns out. In ranked it does fuck all because enemies use shit util and in pro the vuln was kinda always more reliable anyway.

I'm still certain we're overcooking suggesting any neon change bar maybe reverting the weird fuel revert. it made more sense and was less problematic when it was many short bursts stopped by sentinel utility than now when it's "whole team runs down site uncontested because sentinels are literal dogpiss and fuel is all frontloaded"
