Only seeding, but seeding can matter a lot. The difference is likely just between who seeds 2nd/3rd (g2 will seed 1st) whether its nrg or sen. So it would be:
Amer: G2, Nrg/sen, nrg/sen, mibr
Emea: (likely) liquid, bbl/gx, fnc, th
Apac: (likely) prx, rrq/tln, t1, rrq/drx
China: blg, drg, edg, xlg

So whoever gets 3rd would be able to dodge edg, fnc, t1 in their group, whereas whoever gets 2nd will be able to dodge drg, rrq/tln, bbl/gx in their group.
