in my mind, a competitive team means that a team had a chance to go to a event and/or were able to play with/on par with highest level teams consistently during the stage. Full breakdown is hidden but if you want you can click for more info on how I made the ranking

some anaylsis:
CN is the most competive region which I think can be attributed to the level of play being lower
EMEA is the least competitve which I attribute to it having the biggest gap between the top teams and the bottom teams
AME despite its 2nd place has never looked that competitive (to me) but its mostly due to teams peaking at different times and not alot being competitive at the same time
PAC despite being 3rd place is often called the most competitve region (and I say the same) but majority of it was by the same teams before this stage-before this stage it wasnt that much more competive than other regions

ZETA defeated PRX, GE beat RRQ, and TS consistently wins against top teams every split. Every team in APAC is competitive, but if you focus on those strong enough to win the league, the list could be narrowed down to 7-8 teams

You can judge a region’s competitiveness by their championship points
Just look how evenly distributed APAC’s and China’s points are
Then you see mf Shart2 with 22 points

I think emea more competative in stage 2. and emea top 3 teams level slightly better. prx and g2 are only match for them from other regions.
but apac other top 5 teams can beat america 2nd top team & china 1st even. I think apac bottom teams can also beat america, china bottom teams easily
America teams kind of low level than other regions even it was competive inside thier league.
