I would say some top players can leveled up for tier 2 level. last and this year both tier 2 teams proven they are upto level of tier 1. example- ns making playoffs, boom 5-0. so i don't say there is massive different on tier 1 and tier 2 in terms of reaction time/mechanics. only macro and experience.
