Don’t think we can accurately measure the strength of regions based on just their top team
because let’s be honest, EMEA and AMER have 2 relatively strong teams while CN has 1
yea but just 1 team win the tournament, what is the point of having two relatively strong teams if only one will win? that's why I base it on which team from each region got further because it is the real representative of the region

we're ranking the teams based on the tournament xd
So we assign points depending on the placements of the teams and add them up, so if a region has two teams in top 4 , it should be better than a region that had one team in top 1 and they rest below top 8.
