Personally I feel being appropriately tough/firm with them when they do something wrong can be done without the need to beat them, that it'd be better taught if they're scared of the actual understood consequences of their actions rather than of the parent's self-imposed consequences.

But i am after all born and raised in the west, so it's not really my place to criticise how it is done elsewhere (unlike many, it seems).

If it ought to change then it'd have to be decided from within or it'd never work out anyway.
