i have him currently p9 with 2/2 2/2 and no gears, would cost around 12k coins to max him out with full util, i have 6k coins rn

is it really worth it? one of my main duos has him maxed out but i just never maxed him out

I would say he is, he already got nerfed (both gadget cooldown was reduced significantly, before that change he was broken) and he's still really good so he seems to be a safe brawler to level up that will stay meta for a while. If you have his hypercharge, I would say def max him out.

Edit: I misunderstood what you were trying to say, if he's power level 9 then don't level him any further unless you have his hypercharge (it's just a waste of resources imo)

depends on the situation but here are some general tips:
poco is the best counter
jacky is also a good counter to ollie, but jacky isn't the best into most things, so be careful
tara is a good counter to him on bushy maps
