Yes he is fr. Harbor is a VERY hard agent to use to his fullest. One of the reasons we don't see him very often in VCT
His cove is a very difficult ability to use, like it can be used against you if you use it wrong
yeah say you're trying to use a shorty with it in pearl a main, virtually impossible to do!
skye/fade/kayo need to be way higher
phx/brim should def be lower. i think iso too but i never even played him so idk

The floor is fairly high but the ceiling really isn't that high. Def not above Sova, Raze, and Kayo (and even skye imo).
There's a reason its a boaster agent lol
Edit: Guys, you suck and stun certain places on execs and do the same thing on defense when your team calls for it ('Can you place a suck here?' 'Suck now suck now'). After that its smoking the regular spots and maybe placing and recalling a star if you want to cross somewhere. You play the agent for 5 hours and you'll be able to do it fast. There's really not that much difficult shit to master.
Brim is so easy to learn he is the easiest controller all of his util are simple
sova is more harder with his true potential, just being darts lineup nerd
some of these people never been in a custom late night with the Johnnypkay videos alt tabbed and it shows fr fr
kayo is harder, if you dont have flash lineups then good players will just dodge your flashes
iso and phoenix easier you just shield up and shoot people, flash and shoot people
brimstone easier, you just ipad smoke and run in
breach should be closer to middle because you dont need any lineups, but getting timings etc is important

omen is definitely top5 hardest maybe top3, if you arent comfortable playing omen like a secondary duelist then you didnt master the agent yet
