Sorta? If you're a dumbass you can get your star privileges removed, but it's not based on the upvotes/downvotes (I think, not completely sure)

I'm pretty sure you can lose stars based on downvotes, but you have to be downvoted into oblivion for it to happen

This could be, but I'm almost certain mods can also remove stars. Babysasuke didn't have stars for a while and then he just started gaining them again for seemingly no reason regardless of upvotes/downvotes
