Pretty sure laws are different for official sources such as esport organizations/foreign companies. All the CN orgs + region has Twitter and whatnot so it isn't unreasonable to deduce that Shanghai will have Twitch streams.

I think you're mistaken tech paused with a timeout. Also the tech pause is rarely from the stream but rather from the game client
