And if we are talking about Russ, he's a solid support player with competitive experience with vouches from many other T1 pros.

Because you can only have 1 IL residency when you join the IL when russ joins ge he has a choice between pacific residency and emea residency but once he decides on which residency, he can't change it. Ban likely was told that americas residency was more valuable than pacific residency due to the amount of imports NA has is league.
Even if he isn’t considered an import idk if Indians are gonna really feel him as their own, which is basically the whole point. They don’t really need Indians by rules, just to make the fanbase happy
My guess is in the VCT rulebook it sayd a person with dual citizenship can only CHOOSE 1 nationality of the 4 leagues, and since he hasnt played in franchise i imagine hye can still choose indian as his nationality and be non import on APAC
