innocent until proven guilty applies to the courts. if cleo hadnt presented evidence then sure, we can assume his innocence, but given that theres pretty damning evidence against him that he has been unable to refute, pretty easy to see the logical conclusion

according to judges and the law, the audio clip counts as inconclusive evidence. SO to you, it may be obvious that sinatraa is guilty, but since he has not been given a punishment or anything, he is still considered innocent according to the law. Therefore, the evidence can't be considered "damning" which means that no "logical conclusion" can be made, unless the logical conclusion is what you think and not what the law thinks.
