There have been countless occasions where a verbal agreement will be reached but one side will pull out before it's finalized like saadhak in 2024 when he pulled out of his agreement with KRU and signed with LOUD instead. A similar thing could have happened with the Timo and Vora situation but I guess a verbal agreement automatically means they are getting picked up in your book.
