According to the rules, Hong Kong is the default server since both Japan and India are in the Asia region. India can totally ask to switch to Singapore, but both teams have to agree on it first. Since you guys aren't on the same page, the final call is 100% up to the tournament officials. They'll either stick to the default or pick whatever server is fairest for both sides.
Honestly, I think it's on the tournament admins that the match hasn't started yet. They're the ones with the final say to just make a decision anyway.

From the very beginning, the tournament rules clearly state that the server is Hong Kong, and only mutual agreement can change it.
The rules have been publicly available from the start, so if you really wanted lower ping, you should have set up a boot camp near the Hong Kong server.
If you don't like the rules, you simply shouldn't have entered. That's all there is to it.

The rules state only that both parties must agree; once Japan refused, there was no obligation to change the server. Besides, is it really sportsmanship to show up late and then cause further delays by making a fuss?

bro which rule ? The rule is literally the fairest server possible for both teams that they agree upon or in case of disagreement whatever the match officials choose as server is final . And fairer server was SG for both as to why we are put in disadvantage onyl ENC officials can answer but if JP had shown goodwill and agreed it wouldnt have come to such bitterness anyways.

5.4.2.1 Default Servers
Unless otherwise specified, the matches will be played on the following servers:
Asia: Hong Kong
SEA & Oceania: Singapore
The Tournament Administration may, at its sole discretion, modify the server location a
match is played on. In the event of such a change, the Tournament Administration will notify
all Teams at the earliest convenience.
5.4.2.2 Server Change by Mutual Agreement
Teams may mutually agree to compete on an alternative server, provided that both teams
clearly communicate and confirm this agreement with the Tournament Officials prior to the
start of the match. In the absence of such an agreement, Tournament Officials will
determine the server that offers the fairest conditions for both teams, or default to the
designated regional server.
