I get a different answer for this question from EVERY single person i ask. From ascendant, to immo, to radiant only, to top radiants only??? Like bro, i'm convinced ppl only consider any rank around or higher than their own as high elo

Immortal, basically it's like having 100 people in a room and only one of them is immortal, also it does take time and skill to reach. While there is a "higher" level, Immortal is still pretty high since you have a number attached to you (techncially)
