The only reason as to why there isn't a definitive "GOAT Initiator" over Leo is because of how competitive and varied the role has become

leo also benefited from being on the best team of 2023 in a time period where the competition was not very good
2023 had some of the most perfected metas in valorant, with some very good standout teams and the competition wasn’t that shit, EG PRX AND FNC were just too far ahead of others. Leo also still annihilated Pre-FNATIC
Top teams of 2023 were some of the best of all time, overall competition might’ve been shit but the top dogs that year were not slouches.

This is a hard thing to answer as it’s completely hypothetical. But considering the dominance of fade/sova for ini right now I would say he wouldn’t be bad at all. He excelled on those initiators
