Idk if this counts as political, dont wanna talk about that aspect. Just Russia being a region due to its good players

the biggest problem is that china's population is 1 billion and esports is big in China (unlike India it's smaller in India) that's why they have a VCT China

Russia is just like 100 million

and before you say something about korea's smaller population yet having LCK

Russia's relationship with valo is not the same as korea's relationship with LoL

The Russian viewership and interest in VALORANT was low compared to EMEA in general before the invasion so no this wouldn't have happened.

Still a big no, they never cultivated an active fanbase around the game.
The viewership of Challengers/VRL CIS was also extremely low back when that existed. The Russian Broadcasted games were also majority just gambling addicts saying slurs in chat so it really isn't a scene Riot would ever consider giving it's own circuit as there is nothing they can benefit from it.

You're right, CS and Dota already take up that niche pretty well!

However, Russia is one of the better represented nations on the tour and I'd have them as my favourites in a World Cup-style val event, so I'm just wondering where all of this talent appeared from. It can't all just be spillover from CS right?

I mean Valorant isn't very popular in most CIS countries tbh, the player base is quite small and the viewer base is even smaller than that. It would likely take them even longer than even China did while also not having the same support, viewership, sponsorships, and player base that china has.
