He's a noob, doesn't understand timers and lacks awareness. Once he hits flow state and learns how to play dms properly he'll rank up again
There have been 36 acts if we count this one, and pre ep8 it was easier to hit 1k, in ep7 1k was around top 100 EU bc top 1 was 1300 as far as I remember, vast majority of the playerbase is horrible at the game, if you can't match tier 1 pros at least in terms of aim you're a noob, just accept it.
tier 1 pros like lakia, patmen, and kr1stal didnt even peak 1000rr though
i feel like your standards are too high

They didn't hit 1k because they never grinded ranked, if they try (play duoq+play 10 games per day or more) they would easily hit 1k, and my standards are reasonable because only the players I described look good when you're watching them.
i mean it depends from what angle you're looking at it
for me, i would consider being in the top 1% enough to not be called a noob. i think that's reasonable. you're better than 99% of people who play the game. if you were to meet a guy who plays val irl the odds you're a higher rank than them are very high.
i guess for you it's different?
obviously from the perspective of someone who has reached radiant or peaked 500, 600, ..., 1000rr everyone below you will look clueless, but looking at the big picture...idk.
