It's the Mena league not just Saudi xD
That being said in EMEA we have a rule, a player who plays 2 splits in a league becomes regional. So technically Winteryrook, moner and sickery are technically 3 regional players for R8, and Avez, xenon and sibeastwow are also regional for NASR

I think it's an upgrade, other than maybe Kamo/Filu but overall I think the team is much better this year. That being said I think everyone else has stepped up way more than they have so I would still rate them low. They have the tools to beat most teams but it's gonna depend a lot on them actually working out and playing good Valorant.

I think they need like a top 8 season and start building after that tbh

I think genuinely that soulcas is one of the worst T1 signings to make this year (still an upgrade over shadoW tbh) - by a margin the worst player on apeks

Not too high on Filu but I can see him step up tbh

keeping sheydos and grubinho is good and flyuh is a great pickup, but I do worry about roles between these three. I need to see sheydos - senti, grubinho - smokes, flyuh - init

And Soulcas is alright I don’t like the signing much either but I can see the vision. I don’t think he was the second worst player on Apeks, imo he was quite comfortably the second best. Look at his stats of split 1
