Japan isn't the fastest in adapting their regulations, but especially with the isolated case rising in some countries, I doubt from the government's perspective, they want to take the gamble.
Riot ONE isn't only this event, it was a month-long event held throughout December by Riot Games Japan. It also includes League of Legends as well. Online show matches, streamer tournaments, it's literally an end-of-the-year celebration culminating in this weekend's offline event.

They're slowly removing some restrictions (I think I saw an NJPW/wrestling event lifting the chant restriction but it's not as widespread yet.)

Nope, each Japanese team (DFM and ZETA) will play each DRX, FNATIC, and PRX in a Bo1. No prize pool, just showmatches. However, the Pro Invitational acts as one of the events from a long list in a December-long series.
We are prioritizing high-profile T1 and T2 events in general. For those who have prizepools, we have a general idea of what we want to set. All OFF//SEASON events are Riot-sanctioned events. Showmatches are still a great part, whether they're organized under Riot or not.
So yes, we are covering every OFF//SEASON event we can.

It doesn't. Just look at Challengers APAC. Indonesia, South Asia, Malaysia/Singapore, the Philippines, Vietnam, Oceania, Thailand, Hong Kong/Taiwan, all have been using the three home region players rule since 2021 and they've been quite consistent and successful in managing it. It won't be the end of the world.

There are a few statements that would make me drop everything that I'm currently working on and stare at the message or just try to sink the message in. It has been several minutes and I'm still trying to. That's not a compliment.
Riot isn't perfect. I think anyone who followed in their footsteps and mishaps figured it out from day 1.
But I've seen the work that's being done by the Valorant dev team. How the community (especially the lore and by extension the LGBTQIA community) gave them criticisms and feedback along the way. I believe they're making a sincere effort to make their game as inclusive as it can be. The higher-ups also could always improve, who knows?
