noclip is like running through walls when you turn on cheats in a custom lobby, but by ghosted im pretty sure they originally ment that he never showed up for the scrim

you are fine, I only know what it means from CS

basically it means that the map's barriers no longer exist and you fly around.

In a scrim someone might use it to fly out of a brim ult they're stuck in or something.

It's generally considered bad sportsmanship but a good amount of NA teams have been caught noclipping in scrims anyway
