Well I mean where else is he supposed to go? Like I'm pretty sure he doesn't speak English or Korean or Thai so its not like he has many options other than the other Japanese org which is even more shit.
You act like learning a English while only knowing Japanese is something that's easy to do, like if it was he probably already would have done it. But to be able to get to the point where he could communicate and understand English well enough to be on an English speaking roster he'd probably need a language coach and multiple months if not years of practice.
Yea English is tough but if he wants better chances he doesn't have other options
