He'll most likely do a bit worse. If he commits to neon I fear TH will have similar problems that Full sense had and they'll be nerfing themselves. If He gets off of neon and goes to Jett or Raze he's gonna fall off HARD, He's a hard neon crutch which power to him is valid considering how good Neon was. But at the same time if he can't run the Jett/Raze then I fear TH will be a lot worse than they were in stage 1. Maybe you put Koshmaras back onto a more flex role and have woot play primary duelist? But then you run into the same problem GPA and AX ran into when he was in tier 2, He's good, but his util leaves a lot to be desired and usually doesn't result in anything meaningful.

Koshmaras is a good player...but he's a good NEON player in a phoenix meta. (That's a sentence I never thought was possible yet here we are.)
