You split the odds and evens
The format is 11 plays 9, winner plays 7, winner plays 5, winner plays 3, winner plays 1. Yes, this is single elimination. Same thing for evens. Every game is BO2 btw, with ban ban ban pick ban ban pick (giving the second team an advantage). If it ends 1-1 the team with the 4th frag with the higher KAST advances
Let's say that hypothetically, it ends with 1 beating 3 and 2 beating 4. You might be thinking, do 1 and 2 play in a grand final? No, those were both seeding matches
1 plays 2 in another seeding game, and 3 plays 4 in an elimination game. Also from here on out the map pool is the 5 maps that AREN'T in the pool and every game is a BO4 with the same tiebreaker. Let's say 1 wins and 4 is eliminated. 2 plays 3 in the lower final, let's say 2 wins. The grand final is a BO5 (finally) BUT instead of 1 picking the first two maps, the pick order is 1 2 2 2 1. Whoever wins wins the tournament

So this is a season format:
Points are awarded for each map win. No matter if it's at internationals, domestic playoffs, group stages, whatever. Each map is worth one point. In tier 2, each map win is worth exactly 0.28 points.
Phase one is a international group stage with 8 groups of 6, completely randomly assigned, to play in a round robin. Top 4 of each advance to playoffs.
This is a single elim 32-team format, until you get to the top 8, where it transitions into double elim. All matches in final 4 are Bo5, and grand final is a bo7, with the winner picking the first 3 maps.
Phase 2 is domestics: a 2023-style huge ass round robin. Top 8 goes into a swiss, where top 6 goes to playoffs (i think there needs a tiebreaker for 6th). same format as before.
Phase 3 is another international with 4 teams from each region. Just for fun it's the same format as champions.
Phase 4 is a final international involving all 48 teams. This time it's 6 groups of 8, with the top 2 selected from each group to advance, making 12. The last 4 are selected from a playing from all the 3 seeds. The playoff is the same as phase 1, with round 1 the only round being single elim.
Finally, the world champion is whoever accumulated the most points.
