for 1v1 games (sf6, Fatal Fury), Russians are allowed to play under a neutral flag
for team games (valorant, cs2), Russians are not allowed to play
Very unethical tourney, there are players who are just not going to attend because of that

Insane work that you don't see a Russian, Korean or Chinese roster. Also, the fact that the organisation has a say on the teams and other nonsense is ridiculous. It would be neat if someone else could take over the concept, but no one has money like the Saudis to fund these extravagant esports concept tournaments.
