Why does Japan have so many teams but no T1 talent is our development that bad? When ever i watch them they seem super underwhelming.

The tier 2 talent tends to be very expensive to sign and there is often times a language barrier

the japanese are notoriously bad at learning english, also english isnt as big of a thing in schools compared to other parts of APAC
