they made a pact to have no more than 2 russian players on each team to keep it fair
there aren't many superstar russian players anymore. even the best russian team gambit had a couple scrubs.

Due to sanctions, the CIS league was shut down, so RU orgs can’t compete in the VCT. There’s also the import rule: RU players are technically from the CIS, not EMEA. According to the rules, a team can only have 2 non-resident imports. I’m sure many top-tier players like Chronicle, nAts, and Cloud have already secured residency in EMEA to bypass this, but for others (like chiwa, for example), getting even a basic visa is a nightmare right now due to the current situation. Not to mention getting full residency. It’s technically possible, but practically unrealistic. It’s much easier for teams to just pick up Turkish players. Honestly, talented players find it easier to just go back to CS, where there aren’t such strict franchise and regional restrictions.

i think cis is a sub-league like the ones in tier 2
and a team can only have 1 import
