4 KR, GE is pretty much a korean team. Though, i don't think KR teams isn't that abundant. Also, oce is at the bottom because they are so isolated compared to other region. They can't scrim tier 1 in their region and they don't have the experiences compared to teams that scrims in KR/SEA for years. If an oce team is actually in tier 1, maybe their talents can actually develop.
And Guess what riot does, they make Seoul the t1 hub so even Sea teams may struggle to scrim top teams, let alone oce or sa
